Board of Directors

EFPD BoardThe Evergreen Fire Protection District (EFPD) is a Special District as established in the Colorado Statutes. The Special District Statutes can be found in Title 32 here.

Special Districts were created in recognition of the fact that Colorado communities have developed within natural areas and don’t necessarily follow county boundaries. Special Districts are formed to serve a specific function (such as Fire and EMS services), and have taxing powers over the land owners within their boundaries. One third of the EFPD is in Clear Creek County and two thirds is in Jefferson County. In both counties, the District consists of “unincorporated” land, with no government below the county level.

The EFPD is managed by a Board of Directors consisting of five volunteer members, elected by the voters in the district. The current board members are:

EFPD Board Members BiographiesJeff deDisse – President

As a member of one of the founding families in Evergreen Mr. deDisse is a lifelong resident who continues the tradition of raising cattle on land passed down through the family. Jeff served as a volunteer with the Evergreen Volunteer Fire Department for 17 years with several years spent as an officer and a fire investigator. He was elected to the EFPD Board in 2007. For the last 10 plus years he has been employed with W.L. Contractors traveling Colorado and the country to oversee installations. His experience with personnel issues, budgets and time management make him an asset to the EFPD Board of Directors in addition to his firsthand knowledge of the community and the volunteer fire department.

John Anderson – Vice President

Joining the District Board in 2014 Mr. Anderson brings 32 years of public safety operations and administrative experience. He has served in many capacities, operating as a 911 telecommunicator, firefighter-EMT, law enforcement officer, county fire warden, and public safety program manager. Currently John is the Director of the Colorado State Patrol Family Foundation, a non-profit organization serving Colorado State Patrol employees and their families as well as providing the motoring public with defensive driving programs throughout Colorado and many neighboring states. His training and experience with organizational management, fiduciary and statutory regulations are a great benefit to EFPD. His family has resided in Evergreen for the last 10 + years.

Michael Gregory – Treasurer

Elected to the District Board in 2014, Mr. Gregory is a retired Evergreen Volunteer Firefighter. Originally from Illinois, Mike graduated from the University of Northern Colorado with a degree in Finance and then spent 25 years in the family electrical contracting business. A resident of Evergreen since 2002, and having served as treasurer for the Volunteer Fire Department, he brings finance and a businessman’s experience to the board.

Chuck Ridings – Secretary

With 32 years as the Evergreen State Farm Agent, Mr. Ridings brings his knowledge of this industry to the district with his election in 2020. Mr. Ridings has worked closely with the Fire Prevention/ Risk Reduction Division to help promote the importance of FireWise Communities, successful mitigation programs, and to support the development of our expanded CWPIP programs. Serving on the boards of 5 community organizations over his 30 years of volunteer work, Mr. Ridings brings an enhanced understanding of the wildfire dangers that Evergreen faces, and an eagerness to assist with further development of the strategic initiatives of the District.

John Porter – Board Member


Porter 2 fix -ACP 2020 - HIREZ

As a retired Evergreen Volunteer Firefighter with 12 years of service, Mr. Porter was elected to the District Board in 2020. Currently the owner and head baker at the Evergreen Bread Lounge, Mr. Porter had previously worked as an emergency preparedness expert supporting federal, state, and local agencies in the development and implementation of policies related to emergency management, multi-agency unified command, terrorism preparedness, and pandemic planning. Most notably, Mr. Porter was instrumental in development of national homeland security policy following the events of September 11, 2001. With a master’s degree in Rhetorical Communication and a bachelor’s degree in Interpersonal and Organizational Communications, he brings a different perspective to the Board of Directors.
